Overview
The goal of the Minnesota Cycling Federation's Rider of the Year program is to provide an annual ranking system that will allow riders of all abilities to measure their performances and to monitor their progress. This guideline is intended to allow promoters adequate flexibility to operate within the constraints of their event. The MCF shall determine if an event complies with the intent of the guidelines, and then the event may be granted ROY status.
The Road Rider of the Year series for 2010 consists of 8 races – 3 road races, 3 criteriums, and 2 time trials. Points from racers' best 7 of the 8 races will be used.

Events
The MCF strives to select as many weekend road, criterium, circuit and time trial events as possible for ROY events. The races shall be spread over the normal road racing season. These events shall have a history of attracting the best competition from the region. ROY events should not conflict with national championships or other major events in the region. It is desired that there be a relatively equal number of road races, criteriums, and individual time trials. Races will be identified and published on the MCF website by April 20st of this year. Races may be added before the first scheduled event. If an event is cancelled another event may not be used to replace the cancelled event. The race promoter must agree to run the event under the following guidelines:
- Race format, length, categories, field sizes, etc. must be determined and communicated to the MCF by April 10st for races held in April May and June. For races later in the year, this information must be communicated to the MCF by June 1. Once accepted as a ROY event the format can not change or ROY status will be forfeited.
- Race length is recommended to be at least equal to the minimum distances set forth by the USCF for state championships. Criteriums shall be more than 30 minutes in length.
- All categories will be offered as races at an event. Race categories may be combined at the discretion of the race promoter. Categories listed can not be split between two races (i.e. a Masters 40+ race is not acceptable as it splits the Masters 35+ between two races. A cat 1/2/3 race and cat 3/4 race may exist as long as one field is clearly designated for the cat 3 ROY category.)
- The women's races (if fields are combined), will be combined as follows:
- Women 1/2 will be combined with women 3. ROY points for women cat 3 ROY and women 1/2 categories will be scored from this combined field race.
- Women 3/4 will be combined with masters women 40+ 3/4 field. ROY points for women cat 4 and masters women 40+ 3/4 categories will be scored from this combined field race.

- Men's category 5 is not part of the ROY series, but races part of the ROY series may be offered at ROY events.
- The promoter must have an adequate number of officials to staff the race. Promoters shall strive to score results as deep as possible for massed start events. A digital camera to record the finish is highly desirable to assist in scoring results.

State Championship events are not included as part of the 2010 ROY series.
Series Awards
Some riders may have an option of riding in different ROY categories (e.g., a 36 year old, category 3 male may ride the category 3 or master 35+ race). These riders must specify at registration for each event which ROY category they will compete.
Final ROY standings will be based on a rider's top 7 results within their selected category. The first, second, and third place riders within each ROY category will be recognized at the MCF banquet. Sponsors will provide prizes for the winners of each category.
The ROY competition is considered a series competition and all USCF rules shall apply. If a tie occurs, the USCF rules for determining the winner will apply.
Placing within the ROY competition is based on the highest to lowest point totals.
Points may not be transferred laterally (e.g., from Masters to Cat 3).
A rider who is upgrading will retain 100% of their points within the original category and have up to 50% of those points copied to the higher category. In this case, points for only 7 races across categories will be counted in the racer's new (higher) category. For example, a rider earns 200 points in the Senior 4 ROY, then upgrades to a Cat 3 mid season and earns 150 points in the Cat 3 events. This rider would have 200 Cat 4 ROY points and up to 250 Cat 3 ROY points. The exact number of points is based on the the top 7 races across the two ROY categories.
Events with combined fields will have points awarded based on the riders' placing against other riders of the same ROY category (i.e. In a 1/2/3 race, a Cat 3 rider who finishes 8th overall and is the first Cat 3 finisher will earn 100 ROY points).
